California COVID-19 Updates  

David Souleles, MPH, COVID-19 Response Director, University of California at Irvine








David joined UCI in August 2020 to serve as the Director of the UCI COVID-19 Response Team. In this role he provides public health policy advice and guidance to the campus, guidance on the campus COVID-19 asymptomatic testing program, and manages the UCI COVID-19 Contact Tracing and Vaccine Navigation Services Program. In Summer, 2021, David assumed the additional role of Director, MPH Program and Practice providing leadership and support to the programs MPH degree. 

David has worked in public health for nearly 35 years. Prior to joining UCI he most recently held the Deputy Agency Director of Public Health Services position with the Orange County Health Care Agency (HCA). In this role, he served as Public Health Director for the county.  David previously served HCA as Chief of Public Health Operations and as Division Manager for Disease Control and Epidemiology.  

Prior to joining HCA, David held various senior public health positions including an appointment by Governor Gray Davis as Chief Deputy Director for the California Department of Health Services and Preventive Health Bureau Manager and AIDS Program Manager for the City of Long Beach Department of Health and Human Services. David began his public health career in 1987 as an HIV/AIDS health educator at UCI. 

David earned his bachelor’s degree in psychology from UCI and holds a master’s degree in public health from UCLA.

California Hospitalization Data Update 

Jen Thompson, MPH, Vice President, Conduent HCI 


Norwin Espiritu, MPH, Director of Research, Conduent HCI  


Jen Thompson, MPH, manages the Conduent Healthy Communities Institute (HCI) business and team that supports organizations across the United States with improving community health. Since joining HCI in 2011, Ms. Thompson has played key roles in development of community health data analytics, refinement of assessment and planning processes, and integration of social determinants of health data into cross-sector partnerships to improve health on a population level. Prior to joining Conduent HCI Ms. Thompson served in various surveillance-related positions at local, state, and national public health agencies. She holds a Bachelor of Arts degree in Integrative Biology from the University of California, Berkeley, and a Master of Public Health in Epidemiology from Emory University in Atlanta, Georgia. 


Norwin Espiritu, Director of Research, has been with Conduent Healthy Communities Institute (HCI) since 2013. Norwin manages the HCI Research Team and their efforts in data maintenancedata offerings development, and data analysis for HCI web platforms and consulting services. Norwin’s achievements at Conduent HCI include significant statistical programming improvements for patient-level data analyses, development and support of numerous community health needs assessments projectssupport to dozens of clients for additional data needs, and expansion of HCI platform data offerings. Norwin holds a Bachelor’s degree in Public Health from the University of California, Berkeley, and a Master’s degree in Public Health from Boston University.

California Data Overview 

Margaret Mysz, MPH, Research Associate, Conduent HCI  


Margaret Mysz, MPH, Public Health Research Associate, joined Conduent Healthy Communities Institute (HCI) in July 2019. As part of the research team, Margaret maintains and analyzes qualitative and quantitative public health data for use on HCI’s data platforms. She also has experience working on the Community Health Needs Assessment process, with a focus on data collection, analysis, and synthesis. Prior to joining Conduent HCI, Margaret worked as a Public Health Epidemiologist at the Kern County Public Health Services Department in California. In this role, she worked closely with the Emergency Medical Services (EMS) program and the Disease Control division for disease prevention, quality improvement, and data collection and reporting. Margaret holds a Bachelor of Science degree in Microbiology and a Master of Public Health in Epidemiology from the University of Minnesota, Twin-Cities.

John (Lonnie) Lonacker, Director of Product, Conduent HCI   


John Lonacker (Lonnie), Director of Product, has been with Conduent Healthy Communities Institute (HCI) since 2012. Lonnie translates strategic, market, client, and technology goals into functional tools used to survey the health landscape, compare local needs, and make impactful choices about how to affect positive change. Prior to his time at HCI, Lonnie designed desktop and mobile workflow products for Hospitals and Health Systems as they prepared to build new facilities or transition into new spaces. He holds a Bachelor of Arts degree in Psychology with a concentration in Cognitive Science from University of California, Los Angeles. Lonnie also holds several industry-leading certifications in Product Management and design.

Sarah Adler, Website Analyst, DataShare Santa Cruz County  


Karina Casarez, Office Manager, Kings Partnership




Sarah Adler, Website Analyst at DataShare Santa Cruz County, has worked on the project since it launched in 2019. While attending University of California, Santa Cruz, Sarah interned at the Health Improvement Partnership of Santa Cruz County and helped build DataShare. After graduating, Sarah moved into a full-time position at the Health Improvement Partnership to support DataShare. She is now living in Baltimore and in a Masters program at Johns Hopkins Bloomberg School of Public Health. She currently supports data uploads and site development for DataShare.      




Karina Casarez is a Visalia resident who, from January 2018 to March 2020, served abroad in the Peace Corps as a Secondary Education English Teacher in Myanmar. Before Peace Corps, she received a Bachelor of Arts in Psychology with a minor in Political Science from California State University Channel Islands. She is interested in eventually pursuing a career in International Human Rights Law but is currently focused on “doing her part” in making her community healthier, especially through her role as Office Manager for Kings Partnership. She is passionate about work that assists in the growth and development of individuals by ensuring that basic needs are met and by improving and empowering the community and community partners.
